To prevent the collapse of the USSR, at the IV Congress of People's Deputies of the USSR has been made the decision to holding a Referendum.
This decision was promoted by vote when 1665 delegates from 1816 attendees have said 'YES' for USSR preservation. And on December 24, 1990 the Congress has adopted the Resolution "About holding a Referendum of the preservation the Union of Soviet Socialist Republics". The referendum has been held on March 17, 1991 on which 76,4% of citizens of the USSR from taken part in vote have supported preservation of the USSR.
After the referendum on preservation of USSR, expecting destructive activity of Yeltsin team and full inaction of Mikhael Gorbachev, On March 26, 1991 the Army General, the Chairman of KGB of the USSR V.A. Kryuchkov issues the Mandate of Trust to the Lieutenant General Burdin Dmitry Petrovich for formation of the military organization in all territory of the USSR. For the purpose of acceleration of activity and in confirmation of Burdin Dmitry Petrovich's Authority and Powers on April 07, 1991 the Mandate of Trust has been supplemented with the Reference, signed by Vice-chairman of KGB of the USSR, the Head of department of personnel, the Lieutenant General G.I. Safronov.
And while treacherous work of Gorbachev and Yeltsin team, issuing various decrees, destroyed authority and management of the huge country of USSR, in parallel following the results of the Referendum it was conducted work on preservation of the USSR.
Result of laborious work on preservation of governing authority and realization of the results of the Referendum, on December 30, 1991 has been held the 1st Congress of Citizens of the USSR, approved powers of the new organization - Military and National Council of the Union of Soviet Socialist Republics. On the 1st Congress of Citizens of the USSR there were 386 People's Deputies of the Supreme Council of the USSR, 264 People's Deputies of the Federal Republics of the USSR, 149 deputies of regional, regional and city formations, 57 People's Deputies of settlement and village councils, 7 People's Deputies from law enforcement agencies of KGB and the Ministry of Internal Affairs of the USSR
The congress which has taken place on the basis of the existing Constitution of the USSR of 1977, the unanimous decision of all 874 present delegates have elected Military and National Council of the Union of Soviet Socialist Republics (further in the text «VNS USSR») the Authorized Assignee of Legislative, Executive and Judicial Authority in all territory of the USSR.
The Congress has transferred to VNS USSR the Rights for operational management of financial and currency reserves of the USSR where they were.
The Congress has determined to all State bodies, to the agencies of KGB, to the Ministry of Internal Affairs, to the Armed Forces of the USSR, to the Law enforcement agencies, to the Prosecutor's offices, to the Justice Ministry, to Courts, to Financial structures to turn into expeditious submission of Military and National Council of the USSR.
On the basis on materials of the 1st Congress of Citizens of the USSR on December 30, 1991, and also resolving issues on return of the stolen National assets, Presidium of Military and National Council of the Union of Soviet Socialist Republics issue Resolution № 11/11/11 from October 18, 2013 where was appointed Fund of social and economic development of regions "Treasury of the Creator RA" (further in the text «Treasury of the Creator RA») supreme organizational and executive Organization in monetary and financial, social and economic and cultural spheres of the Union of Soviet Socialist Republics. On the basis of the issued decree, appointment and the issued mandate of trust - Treasury of the Creator RA has the Right, Authority and Powers and has accepted and continues to accept and to return assets of the Kievan Rus', Tartariya, Russian Kingdom, Russian Empire, Russian Republic of RSFSR, USSR, Russian Federation, and other historical assets of the Russian Nation, being in the territory of present Russia and beyond frontiers in other countries. The Treasury of the Creator RA is the main a holder – the Trustee of all assets and historical assets of the Russian Nations.
